HCADS 学会章程Charter of HCADS
第一条Article 1 本学会定名为"弘文文化艺术发展学会"(英文名:HONGWEN CULTURE AND ARTS DEVELOPMENT SOCIETY,简称HCADS),是依据香港特别行政区法律注册成立的非营利性学术团体。The Society shall be named "Hongwen Culture and Arts Development Society" (abbreviated as HCADS), a non-profit academic organization registered under the laws of the Hong Kong Special Administrative Region.
第二条Article 2 本学会注册地址为香港中环德辅道中173号南丰大厦15楼。The registered office of the Society shall be at 15/F, Nan Fung Tower, 173 Des Voeux Road Central, Hong Kong.
第三条Article 3 本学会以"弘扬人文精神,推动教育创新,促进文化传承,繁荣艺术发展"为宗旨,致力于搭建教育与文化艺术领域的学术交流、成果评审、人才培养与课题资助综合平台。The mission of the Society is to "promote humanistic values, advance educational innovation, support cultural transmission, and enrich artistic development." The Society is committed to building an integrated platform for academic exchange, achievement review, talent development, and research project funding in education, culture, and the arts.
第四条Article 4 本学会的业务范围包括:组织学术交流活动、开展教育与文化艺术课题研究、评选表彰优秀学术成果与实践贡献、培养和发展专业人才、促进跨区域学术合作。The scope of the Society's activities includes organizing academic exchange activities, conducting research projects in education, culture, and the arts, reviewing and recognising outstanding academic achievements and practical contributions, cultivating professional talent, and promoting cross-regional academic cooperation.
第五条Article 5 凡认同本学会宗旨,从事教育、文化、艺术及相关人文社科领域工作或研究的个人,均可申请加入本学会。会员分为普通会员、高级会员和荣誉会员三级。Any individual who endorses the mission of the Society and is engaged in work or research in education, culture, the arts, or related humanities and social science fields may apply for membership. Membership shall comprise three categories: Regular Member, Senior Member, and Honorary Member.
第六条Article 6 普通会员须具有人文社科相关领域学士及以上学位,或3年以上相关从业经历,经申请审核通过后入会。高级会员须具有硕士及以上学位且5年以上研究或教学经历,或副高级及以上职称。荣誉会员由理事会提名授予。Regular Members shall hold a bachelor's degree or above in a relevant humanities or social science field, or have at least three years of relevant professional experience, and shall be admitted upon application review and approval. Senior Members shall hold a master's degree or above with at least five years of research or teaching experience, or hold an associate senior professional title or above. Honorary Members shall be nominated and conferred by the Council.
第七条Article 7 会员享有以下权利:参加学会组织的学术活动、使用学会学术资源、申报学会课题(普通会员需满一年会龄)、获提名卓越奖候选(高级会员及以上)、对学会工作提出建议。Members shall have the following rights: to participate in academic activities organized by the Society; to use the Society's academic resources; to apply for Society research projects, provided that Regular Members have completed one year of membership; to be nominated for the Excellence Award where they are Senior Members or above; and to make suggestions concerning the work of the Society.
第八条Article 8 会员应履行以下义务:遵守学会章程、按时缴纳会费、维护学会声誉、积极参与学会活动。Members shall fulfill the following obligations: abide by the Society's Charter, pay membership fees on time, safeguard the Society's reputation, and actively participate in Society activities.
第九条Article 9 会员有退出自由,书面通知秘书处即可办理退会。连续两年未缴纳会费且经提醒后仍未补缴者,视为自动退会。违反学会章程或损害学会声誉者,经理事会决议可予以除名。Members are free to withdraw; withdrawal is processed upon written notice to the Secretariat. Members who fail to pay fees for two consecutive years and remain in arrears after reminders shall be deemed to have voluntarily withdrawn. Members who violate the Charter or harm the Society's reputation may be expelled by Council resolution.
第十条Article 10 理事会是本学会的最高决策机构,由18名理事组成,任期三年,可连任一届。理事会设理事长一名、副理事长两名。The Council is the highest decision-making body of the Society, composed of 18 Council Members serving three-year terms, renewable for one additional term. The Council shall have one Chairperson and two Vice-Chairpersons.
第十一条Article 11 理事会职权包括:制定和修改学会章程、审议年度工作报告与财务报告、选举和罢免理事长及副理事长、任命秘书长、审批重大项目与经费预算、决定学会重大事项。The powers of the Council include: formulating and amending the Society's Charter, reviewing annual work reports and financial reports, electing and removing the Chairperson and Vice-Chairpersons, appointing the Secretary-General, approving major projects and budgets, and deciding on major Society matters.
第十二条Article 12 秘书处是学会的常设执行机构,在理事会领导下负责学会日常运作。秘书处设秘书长一名,由理事会任命,负责主持秘书处全面工作。The Secretariat is the standing executive body of the Society, responsible for day-to-day operations under the leadership of the Council. The Secretariat shall have one Secretary-General, appointed by the Council, responsible for overseeing the overall work of the Secretariat.
第十三条Article 13 弘文学术顾问委员会(HAAC)是学会的学术咨询机构,由理事会聘任的各领域资深学者组成,为学会学术发展方向、奖项评选标准、课题评审等提供专业意见。The Hongwen Academic Advisory Committee (HAAC) shall serve as the academic advisory body of the Society. It shall be composed of senior scholars from various fields appointed by the Council and shall provide professional advice on the Society's academic development direction, award selection standards, research project review, and related matters.
第十四条Article 14 弘文教育研究与发展中心(HERDC)是学会的下属学术平台,设主任一名,由理事会任命。HERDC负责课题管理与专家聘任工作,不具有独立签章权,所有正式文件由学会统一签发。The Hongwen Education Research and Development Center (HERDC) shall be an academic platform under the Society. It shall have one Director appointed by the Council. HERDC shall be responsible for research project management and expert appointments, but shall not have authority to use an independent seal; all official documents shall be issued uniformly by the Society.
第十五条Article 15 学会经费来源包括:会员会费、学术服务收入、社会捐赠、政府资助及其他合法收入。The Society's sources of funding include: membership fees, academic service income, social donations, government subsidies, and other lawful income.
第十六条Article 16 学会经费用于:学术活动组织、课题资助、奖项运营、人员薪酬、办公运营及学会宗旨范围内的其他支出。The Society's funds shall be used for the organization of academic activities, research project funding, award operations, staff remuneration, office operations, and other expenditures within the scope of the Society's mission.
第十七条Article 17 学会实行年度预算与决算制度,年度财务报告须经独立审计后提交理事会审议。The Society implements an annual budget and final accounts system; the annual financial report must be independently audited before submission to the Council for review.
第十八条Article 18 任何单位和个人不得侵占、私分或挪用学会资产。学会资产的使用须符合章程规定的宗旨和业务范围。No organization or individual may misappropriate, divide, or embezzle the Society's assets. The use of the Society's assets must conform to the mission and scope of activities prescribed in the Charter.
第十九条Article 19 学会设立"弘文文化艺术卓越奖"(HCAEA),每年评选一届,旨在表彰教育与文化艺术领域的卓越贡献。The Society shall establish the "Hongwen Culture and Arts Excellence Award" (HCAEA), to be selected annually for the purpose of recognising outstanding contributions in education, culture, and the arts.
第二十条Article 20 卓越奖设教育创新奖、文化传承奖、艺术成就奖、青年新锐奖、跨界融合奖五个类别。每类每届评选名额由理事会根据年度申报情况确定。The HCAEA comprises five categories: Educational Innovation Award, Cultural Heritage Award, Artistic Achievement Award, Emerging Young Talent Award, and Interdisciplinary Integration Award. The number of recipients in each category per edition shall be determined by the Council based on the year's applications.
第二十一条Article 21 卓越奖评选由学会组织实施,由HAAC参与评议,采取"提名—初审—终审—公示—颁发"五阶段流程,遵循公正、公开、公平原则。The selection of HCAEA shall be organized and implemented by the Society, with HAAC participating in the evaluation. The process shall comprise five stages: nomination, preliminary review, final review, public announcement, and award conferral, and shall follow the principles of impartiality, openness, and fairness.
第二十二条Article 22 获奖者由学会颁发定制奖杯与荣誉证书。奖项不可转让,获奖成果如被发现存在学术不端行为,学会有权撤销奖项。Recipients shall be awarded a custom trophy and certificate of honour by the Society. Awards are non-transferable; if awarded achievements are found to involve academic misconduct, the Society reserves the right to revoke the award.
第二十三条Article 23 学会通过弘文教育研究与发展中心(HERDC)开展课题资助工作,面向会员及符合条件的研究者征集教育与文化艺术领域的科研课题。The Society shall carry out research project funding through the Hongwen Education Research and Development Center (HERDC), inviting research project applications in education, culture, and the arts from members and qualified researchers.
第二十四条Article 24 课题分为重点课题、一般课题和青年学者课题三类,每年1月至3月接受申报,经评审后于5月公布立项结果。Projects are divided into three categories: Key Projects, General Projects, and Young Scholar Projects. Applications are accepted from January to March each year, with approval results announced in May following review.
第二十五条Article 25 课题承担者须按照立项计划书执行研究,按时提交中期报告和结题报告。课题成果须注明"弘文文化艺术发展学会资助"。Project recipients shall conduct research in accordance with the approved project plan and submit mid-term and completion reports on schedule. Project outputs shall acknowledge: "Funded by the Hongwen Culture and Arts Development Society."
第二十六条Article 26 课题结项须经HERDC组织的专家评审,评审结果分为优秀、合格、延期、终止四等。结题证书由学会统一签发。Project completion shall be subject to expert review organized by HERDC. Review results shall be classified into four categories: Excellent, Qualified, Deferred, and Terminated. Completion certificates shall be issued uniformly by the Society.
第二十七条Article 27 学会设立"弘文文化艺术发展论坛"(HCADF),每年举办一届,由学会秘书处项目管理部负责筹备。The Society shall establish the "Hongwen Culture and Arts Development Forum" (HCADF), to be held annually and prepared by the Project Management Department of the Secretariat.
第二十八条Article 28 论坛旨在搭建教育与文化艺术领域的高层次学术对话平台,议题涵盖教育创新、文化传承、艺术发展、跨学科研究等方向。The Forum aims to build a high-level platform for academic dialogue in education, culture, and the arts. Its topics shall cover educational innovation, cultural transmission, artistic development, interdisciplinary research, and related areas.
第二十九条Article 29 论坛面向学会会员及经审核的非会员学者开放,设主旨演讲、平行分论坛、圆桌对话等环节。The Forum shall be open to Society members and approved non-member scholars, and may include keynote speeches, parallel sessions, roundtable dialogues, and other formats.
第三十条Article 30 论坛学术成果由学会编辑出版论文集或专题报告,纳入学会学术资源库。The academic outputs of the Forum shall be edited and published by the Society as proceedings or thematic reports and incorporated into the Society's academic resource library.
第三十一条Article 31 本章程的修改须经理事会三分之二以上理事表决通过。Amendments to this Charter require approval by a vote of no less than two-thirds of the Council Members.
第三十二条Article 32 本章程由理事会负责解释。The Council is responsible for the interpretation of this Charter.
第三十三条Article 33 学会终止时,剩余资产在理事会监督下用于与学会宗旨相关的公益事业,不得在会员中分配。Upon dissolution of the Society, remaining assets shall be used under Council supervision for public benefit causes consistent with the Society's mission and shall not be distributed among members.
第三十四条Article 34 本章程自2019年3月理事会通过之日起生效。This Charter shall take effect from the date of its adoption by the Council in March 2019.
