弘文教育研究与发展中心（HERDC）成立于2021年3月，是弘文文化艺术发展学会的下属学术平台，专注于教育与文化艺术领域的科研课题管理与专业人才发展。
HERDC的成立源于学会在运作两年后的深刻认识：仅靠年度奖项评选无法持续推动学术进步，必须建立一套常态化的课题资助与人才培养机制。HERDC应运而生，承担起学会学术深耕的核心职能。
中心设主任一名，由学会理事会任命，向秘书处报告工作。中心下设两个部门：
The Hongwen Education Research and Development Center (HERDC) was established in March 2021 as an academic platform under HCADS, dedicated to research project management and professional talent development in the fields of education, culture, and the arts.
HERDC was established in response to the Society's recognition, after two years of operation, that annual award selection alone could not continuously advance academic progress. A regular mechanism for research project support and talent development was needed. HERDC therefore undertakes the Society's core function of sustained academic cultivation.
The Center has one Director, appointed by the Council, and reports to the Secretariat. It consists of two departments:
课题管理与专家发展双轮驱动Coordinated development of project management and expert advancement
负责课题从申报、评审、立项到结题的全流程管理。Responsible for full-cycle management of research projects from application and review to approval and completion.
负责建设学会的专家人才库，管理研究员聘任、考核与续聘工作。Responsible for developing the Society's expert talent pool and managing researcher appointments, assessments, and renewals.

HERDC于2024年发布首部《亚太教育创新发展报告》，综合分析15个国家和地区的教育创新实践，获得学界广泛关注。In 2024, HERDC published its first Asia-Pacific Education Innovation Development Report, offering a comprehensive analysis of educational innovation practices across 15 countries and regions and receiving broad attention from the academic community.
HERDC虽独立运作，但不具有独立签章权。所有课题立项通知书、结题证书、专家聘书均由弘文文化艺术发展学会统一盖章签发。Although HERDC operates independently, it does not have authority to use an independent seal. All project approval notices, completion certificates, and expert appointment letters are uniformly sealed and issued by HCADS.
