弘文文化艺术卓越奖（HCAEA）的评选工作遵循公正、公开、公平原则，由学会组织实施，由HAAC参与评议，采取“公开征集—资格审查—专家初审—终审评议—结果公示—颁奖归档”六阶段流程。评选全过程接受理事会监督，确保评审结果的权威性与公信力。
每一届评选的各类别获奖名额由理事会根据年度申报情况、同行评审意见和成果质量综合确定，不设固定名额，宁缺毋滥。申报材料、评分记录、回避声明、公示异议处理结果均由秘书处统一归档。
The HCAEA selection process follows the principles of impartiality, openness, and fairness. Organized by the Society with HAAC participation, the process follows six stages: open call, qualification review, expert preliminary review, final review, result announcement, and award conferral with archival filing.
For each annual edition, recipient numbers are determined by the Council according to application volume, peer review opinions, and achievement quality. No fixed quota is set; quality remains the primary criterion.
审定年度评选计划、名额原则、终审名单及重大事项处理。Approves the annual plan, quota principles, final list, and major matters.
负责通知发布、材料接收、资格审查、公示受理与档案归集。Handles notices, materials, eligibility review, announcements, and archives.
组织教育、文化、艺术及跨学科领域专家参与初审。Organizes expert preliminary review across relevant fields.
审阅初审结果与关键材料，提出最终获奖建议。Reviews preliminary results and key materials before final recommendation.
公开征集（5月—7月）Open Call (May–July)
学会通过官方网站、学术合作网络及各区域联络处发布年度征集通知。征集渠道包括：高级会员提名、自荐申报、机构推荐。申报者须在规定截止日期前提交全部材料。The Society publishes the annual call through its official website, academic cooperation network, and regional liaison offices. Submission channels include Senior Member nomination, self-application, and institutional recommendation. Applicants must submit all required materials before the stated deadline.
资格审查（8月）Qualification Review (August)
秘书处对所有申报材料进行形式审查，确认申报者身份资格、材料完整性、成果归属范围，并排查重复申报或利益冲突。不符合条件者将收到书面通知及退回理由。The Secretariat conducts a formal review of all application materials to verify applicant eligibility, completeness of materials, and the attribution of submitted achievements, while also checking for duplicate submissions or conflicts of interest. Applicants who do not meet the requirements will receive written notice stating the reason for return.
专家初审（8月—9月）Expert Preliminary Review (August–September)
由HAAC组织各领域同行专家评审。按奖项类别分组，每组3-5名专家独立评审，实行盲审制度。每位专家须出具书面评审意见并评分，综合确定初审入围名单。HAAC organizes peer expert review across the relevant fields. Review panels are formed by award category, with three to five experts in each group conducting independent blind reviews. Each expert provides written comments and scores, and the preliminary shortlist is determined through comprehensive evaluation.
终审评议（9月—10月）Final Review (September–October)
终审委员会由理事会委派的资深学者组成，审阅全部材料与初审意见，必要时要求入围者补充材料或学术答辩，以无记名投票方式确定最终获奖名单。The Final Review Committee is composed of senior scholars appointed by the Council. It reviews all application materials and preliminary review opinions, may request supplementary materials or an academic defense from shortlisted candidates where necessary, and determines the final list of recipients by secret ballot.
公示（10月）Public Announcement (October)
获奖名单在学会官方网站公示7个工作日。公示期间，任何单位和个人如有异议，可通过书面形式向秘书处提出，学会将及时调查核实并作出处理。The list of recipients is published on the Society's official website for seven working days. During the announcement period, any organization or individual may submit objections in writing to the Secretariat. The Society will investigate, verify, and handle such matters in a timely manner.
颁奖与归档（11月）Awards & Archiving (November)
学会于每年11月在香港举行年度颁奖典礼，向获奖者颁发定制奖杯与荣誉证书。颁奖后由秘书处完成获奖名单、证书编号、评审意见与公示材料归档。After the ceremony, the Secretariat archives the recipient list, certificate numbers, review opinions, and announcement materials.
专家评审采用百分制评分，并结合书面评审意见形成综合结论。不同奖项类别可在不改变总分结构的前提下，对二级指标作适度细化。Expert review uses a 100-point scale together with written comments. Category-specific sub-indicators may be refined without changing the overall structure.

所有申报者须同时提交：个人简历、身份证明文件、学历与职称证明、近5年主要学术成果清单。All applicants must also submit a curriculum vitae, identification document, academic degree and professional title credentials, and a list of major academic achievements from the past five years.
