2025年6月10日,弘文文化艺术发展学会与马来西亚教育部在吉隆坡正式签署合作备忘录(MOU),双方将在教育研究、教师培训、文化交流三个领域开展为期三年的深度合作。

三大合作领域
根据备忘录内容,双方将在以下三个领域展开合作:
第一,联合教育研究。弘文学会将通过弘文教育研究与发展中心(HERDC),与马来西亚多所高校共同开展教育领域的课题研究,重点关注多元文化教育、华文教育改革、教育公平与质量保障等议题。双方将每年联合资助不少于5项合作课题。
第二,教师培训交流。学会将协调其会员网络中的教育专家,参与马来西亚教育部组织的教师专业发展项目,特别是在课程设计、教学方法创新和教育技术应用等方面提供学术支持。同时,马来西亚的优秀教师将有机会参加弘文文化艺术发展论坛及相关学术活动。
第三,文化交流项目。双方将联合举办面向青年学者和教师的文化交流活动,促进中马两国在传统文化保护、文化艺术教育等领域的经验分享与合作。
双方致辞
弘文学会副理事长在签约仪式上表示,马来西亚是学会在东南亚地区最重要的合作伙伴之一。学会自2019年成立以来,已有逾400名马来西亚籍会员加入,马来西亚也是历届卓越奖获奖者来源最多的东南亚国家。此次备忘录的签署,将把双方的合作从个人层面的学术交流提升到机构层面的战略合作。
马来西亚教育部副部长表示,弘文学会在教育研究与文化艺术评审领域的专业积累令人瞩目。马来西亚作为一个多元文化国家,在教育实践中始终重视文化多样性与包容性。双方的合作将为马来西亚的教育改革提供有价值的学术参考,也将促进两国在文化传承领域的互学互鉴。
合作背景与意义
此次签约是弘文学会深化区域合作的重要举措。学会此前已在新加坡和深圳设立联络处,与东南亚6所高校签署联合课题框架协议。此次与马来西亚教育部的合作标志着学会的合作层次从学术机构间的对接上升到与政府部门的制度化合作。
马来西亚在教育领域有着丰富的多元文化实践经验,其教育体系在处理多语言、多族群、多宗教共存的教育环境方面积累了独特的智慧。弘文学会在教育研究、学术评审和人才培养方面的体系化优势,与马来西亚教育部在政策制定和教育实施方面的丰富经验形成了良好的互补。
双方一致认为,在全球化与数字化深刻影响教育发展的背景下,加强跨国教育合作对于提升区域教育质量、促进文化理解具有重要意义。此次合作备忘录的签署,为未来更广泛、更深入的合作奠定了坚实的制度基础。
据悉,双方将在签约后三个月内成立联合工作组,具体落实各项合作计划。首批联合资助课题的申报工作预计将于2025年第四季度启动。
On June 10, 2025, the Hongwen Culture and Arts Development Society and the Ministry of Education of Malaysia formally signed a Memorandum of Understanding (MOU) in Kuala Lumpur, establishing a three-year comprehensive partnership across three domains: educational research, teacher training, and cultural exchange.
The signing ceremony was held at the Ministry of Education building in Kuala Lumpur. The HCADS Vice-Chairperson represented the Society and signed the MOU, while the Deputy Minister of Education of Malaysia attended the ceremony and delivered remarks. Both sides highly commended their existing positive foundation of cooperation in academic exchange and agreed that deepening collaboration would contribute to the shared development of both nations in educational innovation and mutual cultural learning.
Three Cooperation Domains
Under the MOU, the two parties will collaborate in the following three areas:
First, Joint Educational Research. Through the Hongwen Education Research and Development Center (HERDC), HCADS will jointly conduct research projects in education with multiple Malaysian universities, focusing on issues including multicultural education, Chinese language education reform, and educational equity and quality assurance. The two sides will jointly fund no fewer than five collaborative projects annually.
Second, Teacher Training Exchange. The Society will coordinate education experts from its membership network to participate in teacher professional development programmes organized by the Malaysian Ministry of Education, providing academic support particularly in curriculum design, innovative teaching methods, and educational technology application. Concurrently, outstanding Malaysian teachers will have opportunities to participate in the HCADF forum and related academic activities.
Third, Cultural Exchange Programmes. The two sides will jointly organize cultural exchange activities for young scholars and teachers, promoting experience sharing and cooperation between China and Malaysia in traditional culture preservation, cultural and arts education, and related fields.
Remarks from Both Sides
The HCADS Vice-Chairperson stated at the signing ceremony that Malaysia is one of the Society's most important partners in Southeast Asia. Since the Society's founding in 2019, over 400 Malaysian nationals have joined as members, and Malaysia has been the Southeast Asian country with the highest number of HCAEA recipients across all editions. The signing of this MOU elevates cooperation from individual-level academic exchanges to institution-level strategic partnership.
The Deputy Minister of Education of Malaysia noted that HCADS's professional expertise in educational research and culture and arts evaluation is impressive. As a multicultural nation, Malaysia has always valued cultural diversity and inclusiveness in its educational practice. The partnership will provide valuable academic reference for Malaysia's educational reform and promote mutual learning between the two countries in cultural heritage.
Cooperation Background and Significance
This signing represents a significant step in HCADS's deepening regional cooperation. The Society had previously established liaison offices in Singapore and Shenzhen and signed joint project framework agreements with six Southeast Asian universities. This MOU with the Malaysian Ministry of Education marks an elevation of the Society's cooperation from institutional-level academic partnerships to formalized cooperation with government bodies.
Malaysia possesses rich practical experience in multicultural education, with its education system having accumulated unique wisdom in managing multilingual, multi-ethnic, and multi-religious educational environments. HCADS's systematic strengths in educational research, academic evaluation, and talent development form a strong complement to the Malaysian Ministry of Education's extensive experience in policy formulation and educational implementation.
Both sides agreed that against the backdrop of globalization and digitalization profoundly influencing educational development, strengthening cross-border educational cooperation holds significant importance for enhancing regional education quality and promoting cultural understanding. The signing of this MOU lays a solid institutional foundation for broader and deeper cooperation in the future.
It is reported that the two sides will establish a joint working group within three months after the signing to concretely implement each cooperation plan. The first batch of jointly funded research projects is expected to open for applications in the fourth quarter of 2025.
