On September 5, 2024, the HCADS Shenzhen Office was formally inaugurated in Nanshan District, Shenzhen. This is the Society's second regional office beyond its Hong Kong headquarters, following the Singapore office established in 2022, marking the official implementation of the Society's service presence in the Guangdong-Hong Kong-Macao Greater Bay Area.
The inauguration ceremony was held in Nanshan District, Shenzhen, attended by the HCADS Council Chairperson and several Council Members. Nearly 80 Society members and representatives from the education and cultural sectors in Shenzhen and other Greater Bay Area cities participated in the event.
Establishment Background
In his remarks, the Council Chairperson reviewed the decision-making background behind establishing the Shenzhen office. He noted that the Greater Bay Area is one of the regions with the highest concentration of Society members — the number of members from the mainland, particularly from Greater Bay Area cities, has grown rapidly over the past two years. As the innovation hub of the Greater Bay Area, Shenzhen possesses vibrant development momentum in education reform and cultural creative industries. Establishing the Shenzhen office is an important initiative to respond to member needs and optimize regional services.
The Chairperson also outlined the Society's overall approach to regional development. Since its founding, the Society has always been headquartered in Hong Kong, but as the membership network has continued to expand, relying solely on the headquarters has become insufficient to meet the needs of members across different regions. The establishment of the Singapore office in 2022 was the first step in the Society's regionalization strategy; the Shenzhen office further completes the Society's service network in Greater China.
Office Functions
The Shenzhen Office's primary functions encompass four areas:
First, Local Service. Providing convenient local services to Society members in the Greater Bay Area, including membership inquiries, event information dissemination, and academic resource matching. Members need not contact the Hong Kong headquarters for every matter and can access basic service support locally in Shenzhen.
Second, Partnership Liaison. Strengthening the Society's cooperative ties with educational institutions, cultural organizations, and universities in the Greater Bay Area and promoting regional academic exchange. The Shenzhen Office will proactively engage with universities, research institutions, and cultural organizations in the Greater Bay Area to expand the Society's partnership network.
Third, Event Preparation. Assisting the headquarters in preparing academic events to be held in the Greater Bay Area, such as regional seminars and workshops. The office will handle on-the-ground preparations, reducing the organizational costs for the Society in hosting events in the Greater Bay Area.
Fourth, Application Guidance. Providing guidance and assistance to Greater Bay Area members in participating in HCAEA nominations, project applications, forum registration, and other activities, helping members better utilize the various academic resources and development opportunities offered by the Society.
Inaugural Academic Event
Following the inauguration ceremony, the Shenzhen Office held its first academic event — the "Greater Bay Area Education Innovation Salon." Education researchers and frontline teachers from universities including Shenzhen University, Southern University of Science and Technology, and The Chinese University of Hong Kong (Shenzhen) engaged in lively discussions on topics including basic education reform in the Greater Bay Area and industry-education integration and talent cultivation.
During the salon, multiple speakers shared their research and practical experiences in Greater Bay Area education. A professor of education from Shenzhen University presented Shenzhen's explorations in promoting innovative education at the basic education level, noting that Shenzhen, as a young city, possesses a natural openness and flexibility in educational innovation. A researcher from the Southern University of Science and Technology shared practical cases of the industry-education integration model in higher education, eliciting broad resonance among participants.
A cultural studies scholar from The Chinese University of Hong Kong (Shenzhen), approaching from the perspective of cross-border education, explored the unique advantages and challenges of the Greater Bay Area in educational and cultural integration. She noted that the Greater Bay Area brings together three education systems — mainland China, Hong Kong, and Macau — and the core task of coordinated regional education development lies in how to achieve complementary strengths while preserving the distinctive characteristics of each system.
Regional Development Outlook
The head of the Society's External Cooperation Department stated that the establishment of the Shenzhen Office is an important step in the Society's regional development strategy. Currently, the Society has formed a three-location presence: Hong Kong Headquarters + Singapore Office + Shenzhen Office. Going forward, the Society will carefully evaluate the possibility of establishing offices in other regions based on member distribution and academic cooperation needs.
It is understood that as of the inauguration date, HCADS had over 420 members in Shenzhen and other Greater Bay Area cities (excluding Hong Kong), distributed across higher education, basic education, cultural research, artistic creation, and other fields. The establishment of the Shenzhen Office will provide these members with more convenient and accessible services.
The head of the Shenzhen Office stated that within the first quarter after establishment, the office will complete outreach and connection work with major universities and research institutions in the Greater Bay Area, establishing regular partnership liaison mechanisms. Meanwhile, the office plans to hold a regional academic salon event each quarter, providing a regular exchange platform for education researchers and cultural practitioners in the Greater Bay Area.
